on this article

Rep. Ralph Regula (R-OH) is the recipient of the 2002 American Association of School Librarians Crystal Apple Award, given to an individual or group that has had a significant impact on school libraries and students. He is the third U.S. elected official to receive the award.

Regula was a key figure in gaining $12.5 million in funding for the Improving Literacy Through School Libraries program, which Congress passed in December 2001 as part of the reauthorization of the Elementary and Secondary Education Act. The original House version of the bill did not include library funding.
