FCC Sets Deadline for CIPA Compliance

Many libraries are weighing the pros and cons of obeying the Internet filtering law

The Federal Communications Commission is giving libraries until July 1, 2004, to comply with the Children's Internet Protection Act (CIPA). The law, passed by the Supreme Court in June, requires that all libraries install Internet-filtering software to protect minors from harmful information or risk losing federal funding.

Several public libraries are debating whether receiving federal funds outweighs denying young people unblocked access to the Internet. The boards of the San Francisco Public Library and the Bridgeport (CT) Public Library, for example, have voted to forgo federal library funds to maintain local control of Internet filtering.

Candace Morgan, assistant director of the Fort Vancouver Regional Library system in southwest Washington, says her library is still undecided on whether or not to follow the requirements of CIPA. The library system currently receives only about $2,000 in e-rate discounts for Internet connections, and there is no guarantee that it will receive Library Service and Technology Act grants because they are awarded by a statewide committee.
